  • Second Swiss-Slovak Cooperation Programme: Stakeholder Consultations in the area of non-communicable disease prevention and health protection

    On October 14, 2024, consultations were held with relevant actors regarding the upcoming Programme Health, which is being prepared and will be implemented in Slovakia as part of the Swiss-Slovak cooperation program and for which a total of CHF 17.647 million has been allocated (of which 85% is Switzerland’s contribution).

    The aim of the consultations was to discuss and evaluate the proposal of the Programme Health in terms of its benefits, shortcomings and possible risks, and to come up with proposals for improvement of the programme.

    The meeting took place in Žilina, in the co-organization of Ministry of Investment, Regional Development and Informatics SR (MIRDI SR) with the Swiss Embassy in Slovakia and Žilina Self-governing Region.

    The focus of the Programme Health is on the topic of prevention of non-communicable diseases (NCDs) and health promotion. Through the programme, conditions shall be created for:

    • Development of a functional governance model for the NCDs prevention and health promotion,
    • Cooperation between all levels of governance and stakeholders,
    • Implementation of specific activities to raise the public awareness of the importance of prevention and health promotion.

    At the beginning of the meeting. opening speeches were held by Mr. Ivan Hromada, representative of the Swiss Contribution Office in Slovakia, and Mr. Jaroslav Mojžiš, Director of the EEA and Norway Grants and Swiss Contribution Department at MIRDI SR. Information was presented regarding the second Swiss contribution in general, the Framework Agreement on the implementation of the second Swiss contribution in Slovakia and the allocation of funds.

    Opening speeches were followed by Mrs. Daniela Kállayová, representing the Ministry of Health of the Slovak Republic, who presented the framework on which the Support Measure Health is based and its basic logic, and Mrs. Mária Hlásna (MIRDI SR), who briefly summarized the technical details of the Support Measure Health.

    The most important part of the meeting was the participants’ discussions about the program as a whole, but also about its individual components.

    The participants of the consultations confirmed with their statements that the goal of the Sup-port Measure and the individual proposed activities are beneficial for the further development of prevention of non-communicable diseases and health promotion in Slovakia. They particularly emphasized the need to create a functional model of governance and financing, the need for effective cooperation and coordination of individual actors operating in this field, and finally the need for strong education in the field of prevention and health protection, which re-quires a cooperation with other sectors, such as education or social affairs.
